Lucit Developer Mode must be enabled in order to access various features of Lucit for developers, including your App List (that you manage), the ability to create new apps, and developer mode information on various Lucit Objects (Including lcuid, slugs, and other identifiers)
To enable developer mode, first switch to your User Profile and click on Settings
Scroll down to the section labeled "Developers"
Open the Developers panel and click on the switch to enable Developer Mode
Once this is complete, you should now see Apps in your left hand menu
